I have X10DAL-i board and also purchased AOM-TPM-9665V-S. How can we get FIPs complaint TPM module on this motherboard?

Your module does not support FIPs certification. You need to switch to AOM-TPM-9665V-FS or AOM-TPM-9665H-S module to support FIPs compliance.
